Boil the Pasta
Bring a large pot of salted water to a boil. Add the penne and cook until al dente according to package instructions.
Reserve ¼ cup of the pasta water, then drain and set aside.

Start the Sauce
In a large skillet, heat olive oil over medium heat. Add minced garlic and red pepper flakes.
Sauté for 1 minute until fragrant (do not brown).

Deglaze with Vodka
Pour in the vodka and cook for 2–3 minutes, letting the alcohol cook off while stirring.

Add Tomatoes and Simmer
Stir in the crushed tomatoes and bring to a simmer. Cook uncovered for 10 minutes, allowing the sauce to thicken slightly.

Finish the Sauce
Reduce the heat to low. Slowly stir in the heavy cream and let it warm through.
Add grated Parmesan and stir until fully melted.
Season with salt and pepper to taste.

Add the cooked penne and a splash of reserved pasta water to the sauce. Toss until well coated and creamy.
